I have a 09 VW JETTA TDI which recently breaks down with airbag comes out. I am looking for a VW OBD2 scanner that can both diagnose my car and reset the airbag. Can you recommend me one? I am kind of in financial straits these days, and cannot afford a tool more than 100 dollars. So it would be best if the tool you recommend is under 100 dollars. Thank you very much.

You can try VAS 5054A diagnostic tool. The tool can do diagnoses from all OBD systems and can repair airbags for vehicles of the Volkswagen Group built after 1996. And this of course includes your vehicle.
The tool is sold for $79 only, which is within your budget. Although it is cheap, it works as good as the several hundred dollar tools in diagnosing. If it is for personal use, the tool would be the best for you.
